I would not read PromptLedger as a finished promise. "PromptLedger stores the prompts behind a feature, who changed them, and which version customers saw" still needs a second team to ask before it grows.

PromptLedger should stay as narrow as "Keep a record of prompts that shipped in the product". I would keep that boundary until someone asks for more.
